Council approves climate‑action RFP panel; public speaker urges timely preventive action

The Warren City Council on Dec. 17 approved an RFP panel to develop a climate action plan and appointed Councilman Noonan to the panel.
During audience participation on agenda items, Mister Sutliff (Laurie, S15) urged the council to act on the climate action plan approval (agenda item 14c), warning that insurers are withdrawing or limiting coverage in climate‑vulnerable areas and that preventive action is preferable to costly recovery after disasters. "As of 2023, Farmers Insurance no longer writes policies in hurricane vulnerable Florida," Sutliff said, adding examples of insurers restricting new policies in other states.
Later in the meeting council members nominated and voted to approve the RFP panel and Noonan's appointment. "I'd like to propose or nominate myself for the RFP panel," Noonan said; his nomination was approved by voice and roll call votes.
Council approved the RFP panel to proceed and selected a council representative to sit on the panel; staff will proceed with RFP steps.
