Commissioner McAdams explained the city needs 132 APX 870 radios, 10 dual‑band APX radios and five base stations to replace radios that are no longer supported by the manufacturer and to comply with Macomb County's transition to a Phase 2 network that increases available bandwidth. "What's happening is that, like police, our radios are no longer supported by Motorola," McAdams said, adding the upgrade will allow the county to double bandwidth available to local agencies.
Council members questioned timetable and compatibility. McAdams said some recently purchased radios are already Phase 2 compliant and only require re‑templating; other units must be replaced. He said the county's radio board will set broader timelines but encouraged the city—Warren, as a large user—to move forward.
Council members agreed the purchase is necessary to maintain interoperability and service; roll call votes recorded the motion carried. No financing breakdown beyond the contract total was given on the record.
The resolution authorizes procurement under the state contract and intends to keep Warren's fire and EMS radios operational on the county network.
