Trumbull County commissioners approve consent items, create new indigent driver monitoring fund

The Trumbull County Board of Commissioners approved a series of routine administrative and contracting items at its September meeting, including creation of a new Indigent Driver Interlock/Alcohol Monitoring (IDM) fund for the juvenile court, contracts for several household sewage replacements, and an ARPA-funded road resurfacing contract.
The board established fund number 067 to receive license reinstatement fees under Ohio Revised Code 4511.191 and to support alcohol-monitoring services used by Trumbull County Juvenile Court. Commissioners approved the measure after a roll-call vote.
Also approved were: a one-year Comprehensive Assistance Program for Employees (CAPE) agreement with Compass Family and Community Services effective Sept. 1, 2024 through Aug. 31, 2025 with the county HR director serving as program liaison; notices to proceed for multiple contractors (2 M Services LLC; ProScape; S & P Septic and Excavating) to replace eligible homeowners' sewage treatment systems as awarded Aug. 14, 2024; and a personnel transfer within the Sanitary Engineers department (Elizabeth Jones to TV inspector/routing assistant).
The board awarded the lowest responsive bid for Bushnell Campbell Road resurfacing (Vernon Township) to Carvo Companies, Inc. for $324,875.75 to be paid from the county's ARPA funds. The board also approved an ODOT professional services agreement with Bowman Appraisal Services for right-of-way appraisal review for the West Market Street Bridge project in Warren in the amount of $1,800, with 80% federal grant funding and a 20% local share from the County Engineer fund.
A modification to Contract No. 735-24-80 between the Department of Job & Family Services and Garwin Inc. increased the contract by $10,000 (from $32,000 to $42,000) to cover Title 20 services; the board approved the change. The board also concurred with the county engineer on a right-of-way permit for Custom Cable Construction (doing business as Utilicon Inc.), granted a special hauling permit to JRO Transportation Services Inc., and approved annual supplier fleet permits for McCoy Excavating and Holtz Trucking LLC.
Item 8 — the appointment of Brandt K. Rhode & Associates and Swisher LLC as outside counsel for workers' compensation and related litigation at $250 per hour — drew discussion on whether existing contracted counsel could be used at lower cost. The board considered a motion to table that item but the motion failed for lack of a second; the appointment passed with one commissioner recorded as abstaining because they wanted staff to explore existing retainer options.
The board also accepted retirement recognition for Kathy Lapmardo, dispatcher with Trumbull County 911, effective Sept. 14, 2024.
The board concluded its scheduled business, scheduled a workshop for Sept. 17 and a regular meeting for Sept. 18, and moved on to an extended public-comment period on unrelated community issues.
