Caldwell Planning Commission Recommends Approval for Farmway Crossing Annexation and 115‑Lot Preliminary Plat

The Caldwell Planning & Zoning Commission recommended approval Wednesday of an annexation and preliminary plat for Farmway Crossing, a proposed 44.13‑acre single‑family subdivision at the southwest corner of Farmway Road and Ustick Road.
In a staff presentation, Associate Planner Katie Wright said the application proposes annexation into the city and R‑1 low‑density residential zoning, and that "the applicant's proposing a development consisting of 115 single family homes." Wright told commissioners that staff had reviewed the project for compliance with city codes and found parking, landscaping and bulk standards met and that utilities would be available or extended per the engineering report. She said the Caldwell School District noted capacity but requested ongoing coordination on timing, bus stops and boundaries.
Applicant Becky Izigiri described the development as a three‑phase project with a gross density of 2.58 dwelling units per acre and a mix of one‑ and two‑story homes. "The subdivision has been designed as a low density residential development," she said, and highlighted planned open space, pathways, pedestrian amenities and frontage improvements on Ustick and Farmway. Izigiri also told the commission the developer would pipe and reroute a seasonal ditch and provide stormwater retention facilities built to city code.
Commission discussion focused on jurisdictional and plan‑consistency questions and the absence of a "Communities in Motion" analysis in the packet. Commissioner Boutros noted the Caldwell School District's letter and urged attention to the district's caution that the proposal "may not be the right time to develop housing in this area." Chair Zamora and other commissioners said staff had evaluated code compliance and access. After deliberation, a motion to recommend approval, subject to the conditions in the findings of fact and order of decision, carried on roll call vote (Harmon: yes; Whitbeck: yes; Boutrous: no; Zamora: yes).
The commission's recommendation will move to the City Council for final action. Staff and the applicant identified outstanding coordination items — notably school‑zone and bus routing discussions — that the record shows will be addressed in ongoing conversations and in conditions attached to any approval.
The Planning & Zoning Commission closed the public hearing and advanced the item for council consideration.
