Downtown wayfinding signage installed; URA hears mixed development pipeline updates

Destination Caldwell and URA staff presented several independent but related downtown development updates at the Dec. 9 URA meeting.
Danae (Destination Caldwell) described the wayfinding and branded-signage program tied to a prior downtown action plan. She said parking signage is in place, the new post system for heavier signs has been procured, pedestrian banners and directional arms are being placed, and the overall signage contract and fabrication cost was about $132,000. Installation will proceed in phases depending on existing posts and coordination with the streets department and Idaho Transportation Department (ITD) for gateway signs.
Dean and architect Michael McHugh reviewed conceptual designs for a 7th & Main mixed-use building with ground-floor retail oriented toward the creek-side courtyard. They reported solid interest from restaurateurs for the ground-floor spaces, one small interior retail vacancy remaining, and a target timeline for permitting and spring occupation of some phases. Wolfpack (Carrie) reported active leads, contractor bids, and ongoing negotiations for a grass-lot redevelopment; she reminded commissioners that many URA parcels are challenging to develop and that incentives and coordination matter.
Staff read a project update from Base Layer LLC (Miguel Gady) saying the site is close to wrap-up but final striping and an ITD inspection are weather-dependent. Sean reported that engineering is progressing on permitting tasks. Ophelia presented downtown leasing details and vacancy examples, showing lease rates ranging from roughly $7 to $24 per square foot depending on property and fit, and noted recent increases in winter-wonderland foot traffic.
Next steps: staff will coordinate gateway signage with ITD, continue tenant outreach for 7th & Main, monitor Base Layer's stripe/inspection window, and provide project-list updates in spring as alley and undergrounding phases proceed.
