Council approves zoning change, easements and multiple bid awards; several items passed by roll call

At its Dec. 19 meeting, City of North Charleston council took several final and first-reading votes on zoning, fees, easements and procurement.
Rezoning: On final reading the council voted to deny an ordinance to rezone 2326 Meeting Street Road (Charleston County TMS 46612-0442) from B1 Limited Business to B2 General Business; the motion for denial carried by roll call.
Tattoo parlors: Council adopted an amendment to Section 5-5 of the City of North Charleston Code of Ordinances Appendix A to remove conditions restricting tattoo parlors in industrial zoning. The item passed on final reading by unanimous roll call.
Car-carrier fees: Council gave first reading to an ordinance amending Section 10-51113b regarding Class A wrecker and car carrier fees after committee discussion about enforcement and cleanup responsibilities. Supporters said a modest fee increase is acceptable but sought stronger enforcement tools to require tow companies to remove debris.
Grants and easements: Council approved a resolution accepting the Bureau of Justice Assistance FY2024 Justice Assistance Grant (local solicitation) and approved multiple drainage and pedestrian easements (including TMS parcels referenced in committee). Members also approved a resolution authorizing maintenance responsibility for a safety gate on the Ashley Phosphate Road overpass at I-26 following SCDOT installation.
Procurement: The council approved a bid award to Truelock Construction for turn-lane construction at Fire Station 14 (Watson Hill) in the amount of $1,094,025.90 and approved awarding asbestos abatement and demolition contracts to Wilbur Pump and Tank Company for $124,800.
Next steps: Items that were pulled by staff or the applicant will return to a future agenda after additional outreach and documentation. Several first-reading ordinances (notably car-carrier fees) will return for second reading and final action.
