Council approves $105,410 for architecture and electrical design of Lions Park

The City of Caldwell authorized $105,410 for professional architecture and electrical engineering services to design improvements at Lions Park.
City staff said the design work was intended for fiscal year 2024 but the RFP process and staffing transitions delayed procurement. Staff recommended contracting the design work now so the project can proceed and the city can use Community Development Block Grant (CDBG) funds for portions of future construction. The city will fund the design from the capital fund (Fund 50), which staff said is funded primarily by property taxes.
Council members asked about the scope and boundaries of the project — staff clarified the design covers two Lions Park parcels the city owns and does not include an adjacent privately owned parcel. Council also asked why consultants were chosen instead of in‑house staff; staff said city planners and engineers lack bandwidth and outsourcing the design was the most time- and cost-effective option. The council discussed past rebates (Republic Services) and earlier park upgrades and confirmed some improvements (pavilion, exercise equipment) have already been implemented.
On a motion by Councilor Allgood (seconded by Councilor Dittenburg), the council approved the resolution to procure the design services.
The contract procurement will proceed under the city’s capital procurement rules; staff said the design will provide the documentation needed to pursue construction funding through CDBG and other capital sources.
