Council closes protest hearing and approves ordinance to finalize LID 24-3 assessments

Acting on a public protest hearing, the City of Caldwell Council voted to approve Ordinance 3641, closing Local Improvement District (LID) 24-3 and confirming assessments that allow participating property owners to finance sewer, water and irrigation connection fees.
Jacob Wituckey, a project engineer for the city, briefed council that six properties had signed on voluntarily and that the LID assessment total was about $321,000, which included a 10% allowance for administrative, legal, printing and bonding costs. Wituckey said property owners may either pay the assessment in full within 30 days of closing or finance the amount for up to 20 years with a minimum payment set at $1,200.
Rosario Soto, speaking for the Caldwell Housing Authority, urged approval so the agency could make payments on outstanding connection fees. “We connected to city sewer in 2015 and completed the city water connection only last month,” Soto said, and asked council for a yes vote to allow CHA to pay its assessed costs over time.
Council moved first to close the public testimony portion of the hearing and then, on a motion to approve Bill 80 (Ordinance 3641) by title only, conducted a roll-call vote. The clerk recorded affirmative responses and the council approved the ordinance, concluding the hearing portion of the LID process.
The ordinance now moves to the administrative steps required to close the LID and implement the financing options available to the property owners.
