The Meridian City Council voted to adopt Resolution 24‑2495 on Dec. 17, adding Standard Operating Procedure 3.4.6 to authorize shift differential pay for work outside normal business hours. The resolution institutionalizes the policy staff presented earlier in the evening, which proposes a 3% premium for swing shifts and a 5% premium for night (graveyard) shifts. The city’s CFO provided preliminary estimates of ongoing costs for units with identified employees: wastewater staff identified roughly seven employees with an estimated $19,000 annual impact; police staffing estimates showed a larger but manageable ongoing cost (roughly $70,000 as discussed), with staff noting vacancies and payroll savings could cover initial-year costs. Council members asked whether adoption required a subsequent budget amendment; staff replied that if ongoing costs exceed available salary savings, a formal budget amendment would be presented.
