Meridian planners and commissioners recommended that the City Council approve a conditional‑use permit and a modification to an existing development agreement to allow a drive‑through coffee shop and a 1,843‑square‑foot quick‑lube at 43100 East Fairview.
Planning staff said the application meets many code requirements but asked the applicant to revise the site layout so employee parking does not interfere with drive‑through queuing and to confirm a trash‑enclosure location that minimizes impacts on adjacent homes. Linda Ritter of the planning department said staff expects the applicant to work with Republic Services to place or extend a shared trash enclosure so service vehicles can access it without disturbing the residential buffer.
The applicant, Ethan Mansfield of Hawkins Companies, told the commission the coffee shop would operate from 5 a.m. to 7 p.m. and the oil‑change business from 8 a.m. to 7 p.m., consistent with the company's other Meridian locations. Mansfield said the proposal provides 17 parking spaces where the zoning standard requires seven, and that his team is coordinating revised layouts with staff.
Residents alerted the city with about five or six written comments opposing the project, citing concerns about early‑morning noise, drive‑through speakers, idling vehicles, potential air emissions from repair machinery, increased traffic at a shared parking lot and possible effects on nearby property values. Commissioners pressed the applicant on hours, parking arrangement and the trash enclosure; the applicant and staff said they would continue to refine details prior to the city‑council hearing.
Commissioner Seal moved to recommend approval of file H2024‑0049 as presented in the staff report; the motion passed by voice vote. The recommendation to council includes the staff conditions to revise the parking layout and to resolve landscape buffer and trash‑enclosure plans.
The City Council will consider the application at a later public hearing; staff and the applicant said they expect to finalize the layout and exhibit materials before that hearing.
