Applicant representative Matt Wilkie said the applicant agrees with the staff recommendation but raised a concern: the proposed development agreement limits vehicle displays on the frontage to three cars, while the Idaho Transportation Department requires a dealer license display area for five vehicles. "ITD just requires it to be... along the office there, and he's got plenty of room there to display those 5," Wilkie said, and requested staff coordinate with ITD prior to council action.
Commissioners discussed Linder Road improvements (staff said that segment is built to a five‑lane standard and no further ACHD widening is planned at this time) and cross‑access easements the city requires to reduce curb cuts on arterials. After discussion, Commissioner Rust moved to recommend approval to City Council for file H2024‑0048 as presented in the staff report; the motion carried. Staff said it will follow up with the applicant and ITD on the dealer‑license/display question before council.
