After a staff presentation and applicant testimony, the Meridian City Council voted to approve file H2024-0010 — the Gateway at 10 Mile preliminary plat and conditional-use permit. Planning staff told the council the 38.99-acre site (northeast corner of Franklin Road and 10 Mile) was annexed and conceptually approved under a 2020 development agreement and that the current application (31 buildable lots: 17 commercial, 14 residential plus a multifamily component) aligns with those prior approvals.
A central issue before the council was a waiver for right-in/right-out-only access on 10 Mile Road. Staff reported Ada County Highway District (ACHD) had reviewed and was amenable to that access arrangement provided the project meets conditions; the applicant’s traffic engineer said consolidating existing access points into two accesses (one full access, one right-in/right-out) would improve network performance and distribute trips more effectively.
After closing the public hearing and a period of council comment, Councilman Schrader moved to approve H2024-0010 as described in the staff report, explicitly including the write-in/write-out configuration on Franklin and 10 Mile and required deceleration lanes, and to adopt the conditions recommended by staff and the Planning & Zoning Commission. The motion passed on a roll-call vote; council recorded affirmative votes by all members present. The approval carries standard conditions and delegated items noted in the staff report, including required pedestrian and bike facilities and coordination with ACHD for signalization and access implementation.
