Westminster’s City Council voted on Nov. 12 to approve the first reading of an ordinance to rezone 115 Riley Street from R15 (15,000-square-foot lots) to R6 (6,000-square-foot lots), a request from local developer Josh Thomas of Thomas and Crane Real Estate that would allow four single‑family homes on the parcel.
Planning and development staff told the council the requested R6 designation is consistent with nearby multifamily residential and federally supported HUD homes and does not conflict with the city’s comprehensive plan. “R15 is 15,000 square foot… R6 is 6,000 square foot lot designation, which will allow 4 properties to be built,” Reagan said while explaining the difference in lot sizes.
Staff recommended approval and asked council to take first reading even though the planning commission’s recommendation will be provided at its next meeting (planning commission did not meet in November for lack of quorum). The council approved the first reading; the transcript records individual members saying yes and at least two members voting no during the roll call portion of the discussion.
Next steps: the planning commission will consider the annexation/zoning at its meeting and return a recommendation for the council to consider on second reading in December.
