Board ratifies Recorder union contract, promotes HR director and confirms planning commission appointments

The Board of Trumbull County Commissioners took multiple personnel and appointment actions at the Dec. 4 meeting.
After an executive session on collective bargaining, the board accepted a ratified collective bargaining agreement with AFSCME (Local 70) for the Recorder’s Office that county staff said had been negotiated over months and ratified by the union on Nov. 27. Officials stated retroactive pay tied to the agreement will be paid from the 2024 budget.
In a separate personnel action, the board approved raising the county Human Resources director, Alexandra Deventensee Busch, from pay grade 15 to pay grade 16 (the motion included a new hourly rate of $47.01 and an annualized salary figure reported at $97,766), citing SHRM certification and wide county-wide responsibilities. Commissioners praised her performance and said the change was market-comparable.
The board also appointed Lisa Ramsey to the planning commission for a term Jan. 1, 2025–Dec. 31, 2027, and reappointed Darlene St. George and David Barron for planning commission terms based on township and mayoral recommendations and statutory residency requirements.
Commissioners framed these moves as housekeeping to ensure the incoming board and new officials have a full complement of county and advisory staff available to continue ongoing projects and transition responsibilities.
