Commissioners approve ARPA grants, contracts, annexations and personnel moves

The Trumbull County Board of Commissioners approved a package of financial actions and agreements at its Dec. 4 meeting, including ARPA-funded grants to townships and villages, contract awards, vehicle purchases and personnel transfers.
Among the items the board approved were a $175,000 one-time ARPA grant to Warren Township for an ambulance and authorization of an agreement to enable the purchase; a $150,000 ARPA grant to Weathersfield Township for four pickleball courts and a $100,000 agreement for related improvements; and a $200,000 ARPA grant to the Village of Lordstown for an upgraded water booster system. The board also amended ARPA allocations to reflect actual expenditures on several county projects, including the Fairgrounds parking/restroom and professional services for county facilities.
The board awarded the Trumbull County Planning Commission carpet replacement contract to DJV Supplies Inc. for $21,276.88 and authorized multiple used-vehicle purchases for the Sanitary Engineers department (listed amounts and vendors were read into the record). It accepted a maintenance bond for the Gerard Multigenerational Center roof replacement and approved change orders on infrastructure projects, including a net reduction for the Yankee Lake sanitary sewer contract with an extension of substantial completion to Feb. 15, 2025.
Personnel actions approved included transfers for two Sanitary Engineers employees effective Dec. 9, 2024, and the ratification of a collective bargaining agreement for AFSCME Local 70 (Recorder’s Office) that county staff said will be paid out of the 2024 budget. The board also confirmed several appointments and reappointments to the county planning commission and moved the HR director to a higher pay grade (see separate article).
The board entered several routine resolutions and authorizations: programmatic agreement submissions with the Ohio Historic Preservation Office (for HUD-funded programs), authorizations for ODOT 5310 grant applications and certifications, and advertisement of letters of interest for bridge rehabilitation projects.
Most motions were approved by voice vote with commissioners recording “yes” in favor; where technical clarifications or typos were raised (for example on a change-order amount) staff corrected the record before votes.
The board concluded the business portion of the meeting by scheduling follow-up items and check presentations tied to several approved grants.
The next regular meeting was announced for Dec. 11, 2024, and staff indicated additional ARPA-related amendments and possible special meetings may be scheduled to meet year-end obligations.
