The Trumbull County Board of Commissioners on Oct. 17 approved a series of procurement and infrastructure items, including a rail-crossing removal contract to SET Inc., a one-time ARPA-funded culvert grant to Kinsman Township, and a modified contract for inmate telephone and kiosk services that will pay the county an 80% commission on gross call revenues.
The board awarded the lowest responsible bid for rail-crossing removal to SET Inc. in the amount of $111,948.23. The Ohio Rail Development Commission will provide $100,375 via grant for the project, with the remaining balance paid from the county highway engineers fund. A commissioner asked that the award be tabled pending additional documentation and a prosecutor's opinion because the county proceeded to the second bidder rather than the apparent low bidder; other commissioners supported moving forward and the award passed.
Commissioners adopted a resolution authorizing an ARPA-funded one-time grant of $20,974.25 to Kinsman Township to replace and repair a culvert under Morford East Road and entered into an agreement, as approved by ARPA legal counsel, to provide the funds. The board emphasized that ARPA eligibility and any public-private partnership structures must meet federal guidance and that legal counsel would review allowability.
The board also modified and awarded a contract to Inmate Calling Solutions LLC (doing business as IC Solutions) for inmate telephone and kiosk services for the Trumbull County Jail. The contract was described as an opportunity for the county to receive an 80% commission of the total gross revenues from inmate calls; commissioners approved the contract on the record.
Other routine items approved included special hauling and overweight permits for local carriers, a change order reducing the Trumbull County Engineer's Office upgrade contract by $16,150 (new total $994,850), and security access-control work for the Family Court building. One commissioner abstained or voted no on several items, citing insufficient explanation or missing documentation on the agenda packet.
