Commissioner Frenchko said the contract appeared to be vendor-prepared and that the agenda lacked written documentation of prosecutor approval. Major Dan Mason of the Trumbull County Sheriff’s Office said Prosecutor Jason Toth had reviewed the procurement and had provided redlines; procurement staff said the RFP response listed 80% and that the county’s selection team used that figure to evaluate proposals.
The sheriff’s office contacted the vendor during the meeting; staff reported the vendor admitted the exhibit contained a mistake and agreed to issue a corrected agreement to match the RFP. Commissioners then voted to table the item to allow staff and the prosecutor’s office to review the corrected contract and the RFP to ensure alignment before final approval.
The board instructed staff to return a corrected contract and any prosecutor correspondence before final action.
