Trumbull County commissioners approve election equipment, ARPA town grants and authorize participation in opioid settlement

The Board of Trumbull County Commissioners during its Oct. 9 meeting approved a slate of contracts, appropriations and one-time grants, and authorized participation in the national Kroger prescription opioid settlement.
Among the recorded actions, the board approved a contract with No Inc, LLC to purchase new electronic poll pads for $356,620; the Ohio Secretary of State will reimburse $128,037 and the remaining $228,583 will be paid from county allocations. The clerk said the contract was reviewed and approved by the prosecutor’s office.
The board also authorized advertisement of sealed proposals for countywide on-demand senior and disabled transportation (Feb. 1, 2025–Jan. 31, 2028) and committed funds to support those services: $200,000 annually from the sales tax fund (2025–2027) to provide match for ODOT 5310 grants and $750,000 from the senior levy fund for 2025 local share matching.
Multiple American Rescue Plan Act-funded grants were approved for township emergency generators and related public-safety equipment: a one-time $16,000 grant to Kinsman Township, $45,588 to Gus Davis Township and $92,480 to Hubbard Township, each for purchase and installation of emergency generators. The board also approved ARPA-funded sewer and infrastructure MOUs totaling previously allocated amounts (for Sheridan Drive Baker School, Smith Stewart Road, State Line Road and Scott Street lateral assistance) as presented by staff.
The board approved construction-related items including a $96,680 change order for the Yankee Lake sanitary sewer improvements, acceptance of a maintenance bond tied to Express Underground’s work in a CDBG-funded project area, and a 60-month copier lease with DBB Finance LLC at $333.40 per month. During that discussion a county staff member explained the selected lease was lower-cost over the county’s expected monthly copy volume.
On a time-sensitive procedural motion from the floor, commissioners authorized attorney Shana Sacks to remove a subdivision participation agreement from escrow so Trumbull County could participate in the Kroger MDL prescription opioid settlement (MDL No. 2804). Speaker 5 abstained, stating, “Without any verification, I’m abstaining.” Motions on other listed agenda items were carried by recorded voice votes as called by the clerk.
The board’s approvals were procedural and contractual; no new ordinances or long-term policy changes were adopted at the meeting. Several personnel appointments and promotions were also approved; one commissioner abstained on a promotion vote citing insufficient information. The board announced follow-up steps where required, including coordination with the prosecutor’s office for legal review of certain matters.
