Trumbull County approves ARPA-funded sewer projects and seeks $1 million Ohio EPA H2Ohio grant

The Board of Trumbull County Commissioners on Oct. 2 approved several memoranda of understanding with the Trumbull County sanitary engineer to advance sewer and water infrastructure projects funded through American Rescue Plan Act allocations. Commissioners authorized $1.5 million for the Meadowbrook Sanitary Sewer Improvements engineering project, $250,000 for a Maplewood Park sanitary sewer engineering study, $600,000 for a Sanitary Lateral Assistance Program, $350,000 for Crane Drive sanitary sewer design, and $435,000 for Blueprint Phase 2 water improvements design.

Commission President Denny Molloy was authorized by resolution to apply for an Ohio EPA H2Ohio wastewater standard grant to secure $1,000,000 toward the Meadowbrook project. The board record says the Meadowbrook project is listed as project number 29-S-97 and that the ARPA allocations were originally approved on dates between March 2022 and June 2023.

Supporters said the work will allow the county to proceed without competitive bidding when emergency or statutory exceptions apply and to advance engineering design and assessments. Commissioners asked the sanitary engineer to provide more details about scope and petitions on a related water project (Still Wagon Road), and some members requested additional documentation be provided in advance for review.

Next steps include executing the MOUs with the sanitary engineer and submitting the Ohio EPA H2Ohio grant application; staff will provide contract and scope documents to commissioners for review as requested.
