Select Board reassigns ARPA funds, approves Roosevelt paving and small capital purchases

The Blackstone Select Board on Dec. 10 approved a series of ARPA and capital actions, including reassigning ARPA dollars to cover Roosevelt paving and authorizing several equipment and maintenance purchases.
Town staff presented a detailed ARPA ledger showing the town’s $2,776,247 allocation and itemized expenditures and quotes for projects including the filtration plant, library HVAC, ClearGov budgeting software, radios and Canal Street work. The board voted to allocate ARPA funds to fully cover the Roosevelt paving project ($158,309.25) so that remaining warrant-article funds could be used for related sidewalk and accessibility work.
Separately, the board approved the purchase of two network switches for public-safety IT infrastructure ($13,286.66), repairs to the fire training tower ($55,100), a public-safety wellness gym buildout ($7,099), and an auto-scrubber for school facilities ($14,905.49) with a condition that the machine remain in a Blackstone school building. Town staff also requested authorization to move any remaining ARPA balance (staff estimated about $22,038.08 at the time of the meeting) on Dec. 30 to a previously approved water-tower painting contract; the board approved that request.
Selectman Bolesow said removing small barriers to complete projects was important to avoid leaving unspent grant funds on the table. Town staff said they will continue to reconcile ARPA balances as outstanding quotes and reimbursements (for example, grant reimbursements tied to Turpeze Park) are finalized.
The votes on ARPA allocations and purchase approvals were unanimous.
