Gainesville adopts fiscal 2025 budget, keeps millage rates unchanged

Gainesville Mayor Hayes and the city council unanimously adopted the City of Gainesville’s fiscal year 2025 budget on July 2 after a public hearing that drew no speakers.
City manager Brian Lackey summarized the budget as the council’s final hearing on the plan, saying the general fund is up “a little bit of increase, 7.32% over last year.” He told council members the proposed millage rate for general government would remain unchanged at 0.239 mills and noted a proposed 5% cost-of-living increase for employees: “There’s a 5% cola for employees,” he said.
Finance staff member Jeremy presented the formal resolution and ordinances and told the council the package was unchanged from the version presented on May 16. “Since that presentation he did on May 16th, nothing has changed,” Jeremy said; financial services recommended adoption of the FY2025 budget.
After the presentation, the council approved Resolution 2024-3 (the FY2025 budget) and five related ordinances in separate motions. The ordinances fix ad valorem tax rates for several special districts and the board of education; the council approved each measure unanimously. The ordinances and rates discussed were: Ordinance 2024-17 (general government millage fixed at 0.239 mills; debt service at 0.510 mills), Ordinance 2024-18 (fire services millage fixed at 1.299 mills), Ordinance 2024-19 (police services millage fixed at 0.712 mills), Ordinance 2024-20 (parks and recreation millage fixed at 0.896 mills), and Ordinance 2024-21 (Gainesville Board of Education preliminary millage fixed at 6.195 mills).
Council members moved and seconded each item and the presiding officer announced each motion “passes unanimous.” The transcript did not include numeric roll-call counts for the votes.
No members of the public addressed the council during the budget hearing. City staff said the Gainesville Board of Education may meet on July 15 and, if it changes its rate before or during that meeting, staff will return to the council for additional approval.
With budget items complete, the mayor asked about an executive session and then adjourned the meeting.
