Library trustees approve warrant article to create copier revolving fund for town meeting

The Blackstone Board of Library Trustees voted on Dec. 9 to submit a warrant article to the Town of Blackstone asking voters to establish a revolving fund for library copier, printer and facsimile receipts.

The warrant article, as presented by Library Director Lisa Cheever, would create the fund pursuant to General Laws, chapter 44, section 53E1/2 and permit the trustees to deposit and expend receipts up to a maximum of $3,000 during fiscal year 2026 to maintain library copiers, printers and facsimile machines and purchase associated supplies.

Trustees discussed the purpose of the fund and then moved to accept the warrant-article language for submission to the Town Administrator. An unidentified trustee made the motion; Kelly Gillis seconded. The board approved the motion by voice vote; the transcript records a unanimous “Aye” on the voice vote, with no roll-call tally recorded.

The article will appear at the town meeting for voter approval. If approved by the town, the revolving fund would allow the trustees to use copier and other equipment receipts directly for operating and maintenance needs without returning them to the general fund for reappropriation.

Director Cheever told trustees the receipts would be deposited into the new fund and expended under trustee oversight. She also noted that the warrant article language references the specific state statute establishing revolving funds for municipal departments and boards.

The trustees did not record a roll-call vote in the meeting transcript; the action taken at this meeting was limited to forwarding the warrant article for inclusion on the town warrant. The town meeting will be the deciding body on whether to adopt the revolving fund.
