A member argued that some submitted materials carried a Rhode Island stamp and that the commission should prefer reviewers certified in Massachusetts. "If he has a Mass license, I'm satisfied with that," the member said, but added that the commission should require Massachusetts-certified PLSs and PEs and, where appropriate, Massachusetts-certified wetland biologists. The member moved to send the peer review and the vice chair seconded; the motion passed on an aye vote.
Members discussed putting a recurring line item in the commission’s budget for peer-review fees. The commission also noted that the scope of a peer review typically includes an initial review, the applicant’s response and a supplemental review to confirm whether concerns were addressed, and suggested scheduling peer-review work for the January meeting cycle to allow time to secure a reviewer and collect funds.
The commission did not select a specific firm at the meeting; staff and commissioners said they would identify Massachusetts-certified candidates and coordinate timing and fees with the applicant.
