New owner to file Milk Street NOI; consultant reports wetland flagging and cleanup

The Conservation Commission heard an update Nov. 21 on proposed work at a Milk Street property, where the new owner plans to submit a Notice of Intent (NOI) within one to two weeks.
"I've been working with the new owner of this property," the presenter said, noting a wetland on the left side of the lot and an intermittent stream and that previous tree cutting left a "huge mess" that the applicant’s contractor removed to permit surveys and a perk test. He said he expected to file the NOI through the town portal within the next week or two.
Commissioners asked about groundwater and the effects of steep grades on surface and subsurface flow. The presenter said redox features indicating groundwater were found at about 38 inches and that, based on current modeling, the proposed grading should not increase stormwater entering the flagged wetland. Members raised concerns about erosion control, visible changes to the site’s slopes from piled debris, and whether tree removal could alter downstream flows.
The commission did not act on the Milk Street matter at the meeting; commissioners offered to meet the applicant on-site and asked that the NOI appear on the Dec. 11 meeting agenda if filed.
