Clermont County signs off on Filager campus completion, awards contracts and clears multiple bid authorizations

Clermont County commissioners on Dec. 11 approved several capital and procurement items, including a certificate of substantial completion for the Filager campus phase 1, a contract award for a public defender office addition, and bid authorizations for water and sewer improvements.

Engineer Jeremy Evans gave a slide-backed overview of the Filager campus improvements — including a new fleet maintenance garage (room for 32 trucks), mechanics bays with lifts, salt-storage barns and cold-storage buildings — and said the project was completed near budget and without debt. Commissioners authorized Thomas J. Eigel, county administrator, to execute a certificate of substantial completion for the Filager campus improvement phase 1 project with Monarch Construction Company; roll-call vote was unanimous.

The board awarded the public defender office addition contract to Cramer and Feldman for $317,325, with a completion date of Aug. 31, 2025. Water Resources staff presented bid-authorizations for the MGS water treatment plant roof replacement (engineer estimate $175,000) and relocation of about 515 feet of a 21-inch trunk sewer (engineer estimate $534,238) after a rain event washed out sections of the existing alignment; both were authorized to be advertised for bids.

The board also adopted a reimbursement resolution under Ohio Revised Code §307.73 authorizing construction and cost allocation for an approximately 775-foot extension of 8-inch water main that a developer will install; the developer’s costs will be reimbursed if properties connect within 10 years. Commissioners approved multi-year landscaping, mowing and snow-removal contracts across county properties effective Jan. 1, 2025.

Throughout the items, staff and commissioners emphasized that the Filager campus project used budgeted capital funds and no debt, and they thanked project architect Garmann Miller and contractor Monarch for the work.
