Commissioners table campus fiber plan and approve multiple contracts, bids and appointments
Summary
After discussing a proposal to install fiber-optic conduit on county campuses, commissioners tabled the broadband item to Dec. 2 pending legal/technical clarifications. The Clermont County Board of Commissioners took several formal actions on Nov. 20 while deferring a major campus broadband infrastructure decision for more legal review.
Broadband: County staff explained a proposal to install county-owned fiber-optic conduit to connect campus buildings and create redundancy in anticipation of state and private broadband deployments. Staff and commissioners discussed security concerns for election systems and whether the county would be providing service (and thus require PUC registration) or strictly installing infrastructure for internal connectivity. After questions, the board voted to table the broadband/campus-fiber item until Dec. 2 to get legal counsel input and finalize technical details.
Contracts, grants and procurement: The board approved a series of routine and prioritized items by roll call, including vendor payments under Resolution 139-24 (totaling $1,470,433.47), an amendment to the Case Management System contract adding an ePay setup fee (Courtview/Equivant, $5,803 per office), a TIBCO AI virtual-assistant contract for DJFS (not to exceed $44,200), award of annual chemical supply contracts for the county waterworks (estimated $905,678.70 annually), engineering design services for a SR-131 water main replacement (Kliners Group, not to exceed $14,000), authorization for CCMEP worksite agreements, a Felicity wastewater screen-replacement project (engineer estimate $507,500) and a small tuberculosis subrecipient agreement with the Ohio Department of Health ($3,800).
Personnel and plats: The board approved appointment/reappointment of Criminal Justice Coordinating Council members and accepted multiple replat record plats for subdivisions in Goshen, Owensville Heights, LW Mayer and other townships.
Votes at a glance: All listed non-consent items presented during the session were moved, seconded and approved by roll call except the campus broadband agreement (item 23), which the board tabled to Dec. 2.
The broadband item will return to the Dec. 2 session with legal counsel guidance and clarified technical specs; other approved contracts will proceed contingent on required purchase orders and statutory compliance.
