Clermont County staff propose higher fleet maintenance labor rates and fuel charge to reduce subsidies

Jessica Powell, who oversees Clermont County’s fleet operations, briefed the Board of Commissioners during the Nov. 13 meeting on proposed rate changes intended to improve the fleet fund’s sustainability. Powell said the county’s current labor charge of $60 per hour (set in 2010) is well below comparable commercial rates and recommended increasing the labor rate to $75 per hour for standard vehicles and $125 per hour for large vehicles. She also proposed increasing the internal fuel charge from $0.05 per gallon to up to $0.10 per gallon as the county moves to a new fueling system that should realize bulk-discount savings.
Powell estimated the combined changes would increase annual fleet revenue by about $52,000 and reduce net reliance on general-fund supplements. Commissioners asked staff to re-examine the proposed levels and ensure the rates cover cost while remaining below commercial vendor pricing; the chair advised Powell to revisit the analysis and return with recommended rates if adjustments are needed.
No rate changes were adopted at the Nov. 13 meeting; commissioners directed staff to re-evaluate the proposal and report back with supporting analysis.
