Clermont County holds communications billing at 2019 rates for 2025 invoicing; board adopts recommended cost allocations

Emily Akers, director of management and budget, said the communications center’s 2023 expenses totaled roughly $2,533,895, of which the county would cover approximately 83%; the billable portion for other agencies would be about $506,030 (17%). The staff analysis included per‑dispatch and per‑minute suggestions (examples read aloud during the meeting).
Akers said holding the 2019 rate for one additional year would shift roughly $121,000 of cost back to the county compared with applying the full 2023 rates at once, a measure commissioners said would reduce budgetary shock for public‑safety and government partners. After discussion, the board voted to adopt the reduced (2019) cost allocation rates for invoicing in 2025 and directed staff to prepare the resolution and billing calculations.
The motion was approved on roll call with Commissioners Bachelor, Corcoran and Painter voting in favor.
Next steps: county staff will finalize the rate schedule and issue billing notices to affected governmental and public‑safety partners so they can set budgets for 2025.
