Clermont County commissioners approve ARPA projects, grants and multiple service contracts

The Clermont County Board of Commissioners approved a series of consent and non-consent items on Nov. 13, including ARPA-funded projects, grants and service contracts.
Funding and grants: The board authorized a subrecipient agreement with the Clermont County Mental Health and Recovery Board to develop a receiving center, using up to $1,391,254.37 in American Rescue Plan Act funds. Stephanie Ross, representing the prosecutor’s office, presented acceptance of Victims of Crime Act (VOCA) and State Victims Assistance Act (SVAA) awards totaling $81,124 for Oct. 1, 2024–Sept. 30, 2025 (VOCA $59,630 with a $14,908 local match; SVAA $6,586).
Housing and health facilities: Commissioners approved a subrecipient agreement with Clermont Housing Corporation for up to $5,128,256 in ARPA funds to build Veterans Village — 28 cottages sized about 600–1,000 sq ft intended for veterans at risk of homelessness, with on-site wraparound services and rents capped so tenants pay no more than 30% of gross income. Bond counsel and Otterbein Homes representatives presented an addition to the agenda and the board adopted resolution 135-24 to authorize a public-hospital-agency agreement permitting Warren County to issue healthcare-facilities improvement and refunding revenue bonds for Otterbein Homes projects; presenters stated the county bears no payment obligation and Otterbein will indemnify the county.
Services and procurement: The board approved a $25,163.78 contract with the Greater Cincinnati Hazardous Materials Unit Inc. for hazardous-materials preparedness (EMA); renewed an OnSolve/Code Red IPAWS subscription at $1,524.20 for 2025; authorized a 36-month lease of 32 GPS panic-button devices for Department of Job and Family Services at an estimated total not to exceed $40,884.48; acknowledged a contract to purchase one canine and handler training for $14,500 for the county jail; and approved rejecting and re-advertising janitorial bids.
Budget and appointments: The board approved supplemental appropriations including $336,000 for the county health-insurance fund and a slate of routine appointments and reappointments to boards and inspector positions.
Roll-call votes recorded unanimous approval on the items presented at the meeting. Several presenters emphasized contingency language: many contracts and renewals were contingent upon the board’s adoption of the 2025 annual appropriations and issuance of required purchase orders.
