Board members used an information-sharing item on the Oct. 22 agenda to press for clearer, searchable records and better coordination across planning, zoning, conservation, parks and recreation and other town boards. A selectman said the town previously had a practice of posting minutes promptly but various staffing changes and inconsistent transcriptions mean critical items can be hard for residents to find.
Town Administrator said the administration has hired two part-time recording secretaries and a part-time municipal secretary to help get meeting minutes and materials posted more consistently. He proposed issuing a memo outlining minimum expectations for minutes and a short "cheat sheet" summarizing open-meeting-law timing and posting requirements for volunteer boards.
Board members proposed a workshop with chairs of boards and commissions to improve communications and asked that meeting minutes include clearer action-item markers so items likely to reach the selectmen (for example, acceptance of open-space parcels) are easier to find. Several members noted that improved search functionality on the town website would let residents find relevant items by keyword (for instance, "tax title").
What happens next: Administration will issue guidance on minimum minute standards, circulate a memo to boards and committees, and organize a chairs' workshop to improve interboard information sharing and clarify expectations for posting draft minutes promptly.
