Clermont County commissioners approve routine payments, contracts and appointments

At their Sept. 18 meeting the Clermont County Board of Commissioners approved a set of routine and non-routine items, including vendor payments, contract amendments, project closeouts, and appointments.
Financial and procurement approvals included adoption of Resolution No. 121.24 to pay vendors $2,239,148.46 (checks dated Sept. 18, 2024) and authorization for the county auditor to issue warrants pursuant to Ohio Revised Code §319.16. The board authorized Amendment No. 12 to the longstanding Tyler Technologies agreement to add annual maintenance for Tyler Payments, a SaaS fee (listed as $9,485.85), PCI service fees per device, and a one-time implementation charge not to exceed $21,975 plus device purchases listed at $529 each; staff said the amendment is contingent on receipt of the required purchase order.
The board also authorized an amendment to the General Services Administration lease for the experimental stream facility in Milford through Aug. 31, 2026 at $58,836.32 per year and added federal contracting clauses; approved a professional services agreement with Mobilecom for a countywide enterprise video management and surveillance system not to exceed $376,284.72; and approved a program agreement with Redwing Brands for safety supplies with no required minimum purchases for an initial two-year term.
Infrastructure actions included acceptance of Ford Development Corporation's Shaler Road bridge replacement contract as complete and payment of $19,881.50 (release of retainage); approval of a change order to Smith Corp reducing contract price by $111,818.79 for the McPicken/Meadow Drive water main projects (revised contract price $597,481.21); and award of the collection system rehabilitation contract to Performance Pipelining for a mathematically corrected bid of $3,104,985.
Personnel actions added to the agenda were approved: administrative leave with pay for Scott Jackson (Information Systems, Systems Analyst 2) effective Sept. 13, 2024 (non-disciplinary), and ending a temporary supervisor assignment for Classy Davidson (kennel attendant) effective Sept. 18, 2024. The board also reappointed Nick Baker to the Clermont County Convention and Visitors Bureau for a three-year term beginning Sept. 1, 2024.
Most items were read on the agenda, motioned, seconded and approved by roll call votes recorded in the meeting minutes; the board also moved into and later returned from an executive session under Ohio Rev. Code §121.22(g)(1),(3),(6) and reported no actions or decisions were taken in executive session.
