The Town of Blackstone Conservation Commission discussed an enforcement order regarding 12 Union Street after members received a letter from Insight Engineering describing a new Notice of Intent (NOI), re-delineation of wetlands and plans to mark septic areas and add erosion controls. Insight told the Commission it had installed a straw wattle on the driveway to limit runoff and recommended closing two earlier NOIs before filing a new one.
Commissioners debated whether to modify the existing enforcement order or keep it until a new NOI is filed. Speaker 2 said site photos and direction from engineers suggested the work is moving in a compliant direction and moved that the Commission modify the order to allow access limited to the area referenced in the driveway, so engineers can perform delineation and testing. The motion was seconded and approved by the Commission.
The Commission directed that any substantial work beyond limited access (including hauling in or out) await the formal NOI filing and review. Insight was asked to file the NOI, close prior NOIs where appropriate, and coordinate with the Commission’s agent to provide updated plans and documentation.
The Commission recorded the action as a conditional modification of the enforcement order: the lift allows limited access for engineers to conduct delineation and septic testing, subject to the filing and review of a new NOI.
