Applicant withdraws ANR plan for 259 Main Street after consultant flags VOD and frontage issues

Rob Knappick of Allen Engineering presented an ANR endorsement request to create two lots at 259 Main Street and answered questions from the board and consultant Gino Carlucci. Gino explained the lot is preexisting nonconforming in the R‑1 district, short on area and frontage, and located within the Village Overlay District; as a result, a special permit would be required before a building permit could issue for a newly created lot.
After a technical back‑and‑forth about whether an unnamed way qualifies as frontage under the subdivision control law, Knappick told the board he would withdraw the ANR request to address the comments and return at a later date. "I’m simply gonna withdraw the request...without prejudice," Knappick said.
The board accepted the withdrawal; staff and the applicant will follow up with documentation on the 2004 plan the applicant referenced and consult legal counsel as appropriate before resubmitting.
