La Crosse Board of Public Works approves routine permits, contract final payment and development alley vacation

The La Crosse Board of Public Works on Monday approved a series of routine agenda items, including minutes from the prior meeting, several street-privilege permits, a construction contract final payment and a request to vacate part of a downtown alley for a development project.
Board Chair opened the meeting at 10 a.m. and the board first approved the previous meeting minutes after a motion by Councilmember Dickinson, seconded by Councilmember Schwartz; the minutes passed with four ayes and one abstention. The board then approved an extension of a temporary street-privilege permit for sidewalk work at 403 Jackson Street (agenda item 24-1265) on a motion by Director Gallagher and a second by Councilmember Dickenson. A final payment for Chippewa Concrete Services related to the 2023 city signal replacement (Loosey and Cast Streets) was presented and approved after staff confirmed the attachment and scope.
The board took two communications street-privilege permit requests (items 24-1603 and 24-1604) together and approved both without discussion. Later, the board reviewed Dura Development LLC’s request (24-1599) to vacate part of a public alley bounded by 9th, 10th, Main and State Streets for a project described in materials from Paragon Associates; staff described associated parcel combinations, a partial alley vacation, a dedication of a new alley section and coordination of utilities, and recommended approval. Director Gallagher moved to approve the vacation request, Councilmember Dickinson seconded, and the motion carried.
Two Metro Fiber Net LLC street-privilege permit requests (24-1605 and 24-1616) for communications work in downtown right-of-way areas were also taken together and approved after a motion by Councilmember Dickinson and a second by Director Train.
The board recessed routine business to consider substantive items later on the agenda. No votes were reversed or tabled during the session; the meeting concluded with the board approving a motion to cancel the next two scheduled meetings and adjourning.
