Charlton Planning Board roundup: continuances, solar extensions, ANR approvals and engineering contract renewed

The Town of Charlton Planning Board handled multiple administrative and land‑use items Nov. 20, including continuances, ministerial approvals and contract renewals.
The board continued the public hearing for GM Properties LLC (The Villages multifamily, 35 North Main St.) to Dec. 4 after staff and members noted outstanding wetlands/engineering items and the applicant requested additional time. Earlier in the meeting staff had flagged wetlands coordination and a need for additional drainage detail.
The board approved an ANR (approval not required) that carved up a parcel on Sandysdale Road into buildable lots and confirmed frontage and setback requirements for the proposed lots. Members noted three lots will use a common driveway and discussed wetland constraints on a fourth remnant parcel.
White Development Corporation asked the board to rescind a prior 25‑lot Tucker Farm submission off Smith Road; the board approved the rescission so the applicant may proceed with an alternate estate‑lot plan.
The board granted annual extension requests to Nov. 18–Nov. 25, 2025 for the North Sturbridge Road solar facility (annual approval extension, scenic‑road special permit extension, and tenant subdivision extension) after motions and unanimous voice votes.
Finally, the board renewed a one‑year professional services contract with Graves Engineering to continue peer review services; Graves has served the town for more than two decades and the board asked the firm to gather recent regional decommissioning/bonding data for solar and battery projects.
What’s next: Continued hearings return to the agenda Dec. 4 (GM Properties). Staff will circulate Graves Engineering’s updated peer‑review examples for board consideration and follow up on administrative sign‑offs related to the approvals recorded tonight.
