The Portland Rent Board adopted a new 'completeness-check' rule on Dec. 18 designed to let staff and applicants resolve omitted or incomplete materials before scheduling a public hearing. The rule was proposed by a board subcommittee aiming to streamline hearings and reduce repeated continuances.
Board member Matt Lacks, a sponsor of the change, said the step allows staff to work with applicants before a hearing to make applications 'complete so that... other members of the public... don't again... wait this huge period of time.' Accountant and commenter Gary urged the board to accept consistent tax-derived forms, noting that Schedule E or IRS Form 8825 provide a uniform income statement useful for analysis: '...there's already an income statement that is consistent for all of these property owners.'
The board voted to adopt the rule. Counsel later noticed the posted packet omitted a comma and the word 'must' that had been added during the public discussion. The chair moved to clarify the adopted rule to include that correction and the board voted to adopt the corrected language; staff will send the version shown on-screen to City Council as the one the board intended.
Members said the change will be followed by drafting clearer application forms and instructions, and that the board will still provide a public hearing and opportunity for comment even when a completeness check is used as a pre-agenda step.
