Council adopts floodplain ordinance amendment to maintain federal flood insurance eligibility

The council opened a public hearing on a Community Development Board petition to amend city code, chapter 23, article 23‑6 (floodplain district). Director Dodds explained the change is largely technical: it updates definitions and local permitting to align with the Federal Emergency Management Agency's flood insurance rate map and the state model ordinance.
Dodds said the revisions allow some developments in floodplain areas to proceed through site plan review instead of requiring a special permit, with the intent of maintaining appropriate oversight while reducing fees for many 1–3 family household projects. He told the council the update is required for continued participation in the National Flood Insurance Program.
No members of the public spoke on the item. Council moved to ordain the amendment and adopted it on a unanimous roll call.
