The Town of Babylon Planning Board held an information hearing Dec. 16, 2024 on a site-plan application from 100 Carolyn LLC (job 24-24a) proposing interior alterations including a 1,748-square-foot mezzanine and associated site improvements.
Architect Nick Mametto said the owner is reconfiguring office space and adding a mezzanine above the first floor. The submission also proposes to move air-conditioning condensers outdoors into a covered, open-sided structure with a fence around it. Mametto disclosed that a transformer had been installed previously without a permit and said the application would incorporate that installation into the review and provide landscaping screening around equipment.
Mametto described other changes: replacing an undersized trash enclosure with a trash compactor at the existing loading dock, making an existing walkway ADA-compliant, adding two ADA parking spaces, restriping a faded parking lot and installing a bike rack in response to traffic-engineer comments. He also said a small apron and curb line would be adjusted because it currently passed the property line.
The applicant indicated they had responded to most review comments and were awaiting re-review by the traffic engineer; a parking variance will be sought because the proposed number of spaces is deficient.
Board member Julianne asked about the business type and staffing. Mametto and Michael Liff (COO) described a printing and pouch-making operation; Mametto said operations could require up to 20 employees in typical scenarios and noted the submitted plans allowed for up to 30 people in exceptional cases. Liff said current staffing was roughly 15 people and said on a full production shift the facility could produce on the order of 50,000 pouches depending on the process (roughly 100 units per minute in some configurations). Liff also described air-quality controls and exhaust filtration for presses and said moving condensers outdoors was necessary because indoor chillers had been affecting press operation.
No members of the public spoke on the application. The Chair called for a motion to close the hearing and reserve decision; the motion (by Julianne, second by Jerry) carried on a voice vote. The board left the record open for written comments; applicants were told to work with planning staff on outstanding engineering and traffic comments.
