Council approves grants, TIF, pole permits and code updates in sweeping action

The council also approved an intermunicipal agreement with Dalton to add that town to a veteran service district (staff said the agreement adds about five veterans to Pittsfield's existing caseload and does not shift cemetery or other obligations to the city) and approved an intermunicipal wastewater agreement with Richmond for treatment and disposal services.
Economic development: A finance-committee report recommending approval of a tax-increment financing agreement with Somnath LLC carried to a full council vote; the council accepted the committee report and approved the TIF motion unanimously.
Utility permits and public hearings: Verizon New England and Eversource Energy presented petitions for pole relocations and new poles on Newell Street, Parkside Avenue and Naples Avenue; petitions were described as necessary for a tie recloser, a transformer and to replace tree guys for safety and storm hardening. Eversource also requested a mid-span pole on Larch Street to enable EV chargers; councilors asked technical questions (transformer location and charger level) and approved the petitions unanimously. City staff said the updated drawings and added street views improved clarity for council review.
Code updates: The Ordinance and Rules Committee reported three ordinances to align city code with the new trash and recycling collection system (amendments to chapters 8, 4a—2, and 10). The council voted to ordain each ordinance in separate roll-call votes, each carrying unanimously.
