Council committee backs renewal and larger city sponsorship for Idaho Disaster Dogs

City staff recommended updating and renewing a memorandum of understanding (MOU) with Idaho Disaster Dogs and increasing the city’s annual support for the nonprofit search-and-rescue team.
Jeff Sills, the deputy fire chief of operations, told the committee the MOU would change the organization’s listed address to 300 Foster and increase the city’s annual contribution from $5,000 to $8,000. He recommended renewing the MOU for five years and noted the volunteer canine team has supported the fire department’s technical-rescue operations and deployed to five federal disasters in recent years.
Council members questioned the budgetary treatment and asked whether the city should provide contingency authority. Sills explained the city’s contribution is a donation to the nonprofit; the nonprofit purchases liability insurance and covers veterinary bills from the donation and other donated funds when costs exceed the MOU amount. One council member suggested authorizing an additional contingency of up to $5,000 that would revert to the general fund if unused.
A motion to recommend council approve the proposed MOU changes and five-year renewal was moved, seconded and carried by voice vote. Staff said they would include the item on the consent agenda for council consideration.
The full council will consider the MOU and the recommended funding level under its normal agenda process.
