Sheridan County commissioners approved a master agreement for airport engineering and architectural services on Dec. 3 after the airport selection committee recommended a Sheridan-based firm that submitted the only proposal.
Airport Manager Robert Gill said the Federal Aviation Administration guidance (FAA advisory circular cited in the meeting) requires airports that receive federal funding to retain a consulting firm for engineering oversight. The airport advertised a request for qualifications to 31 firms, placed an ad in the Casper Star-Tribune, and posted the RFQ on the county website; only one firm submitted a proposal.
Gill said a selection committee — Nick Siddle, Ken Mueller, Mark Reed and Robert Gill — evaluated qualifications under the FAA advisory-circular, concluded the Sheridan firm met the requirements and recommended proceeding. The proposed master agreement would run up to five years; fees will be negotiated per project through task orders, and any task order exceeding $100,000 will require an independent fee estimate.
The firm’s name appears inconsistently in the transcript (variants include "Morse Merrily," "Morrison Merrily" and "Morrison, Marley"). The county’s memo to commissioners included the proposal; commissioners voted to approve and authorize the chairman to sign the agreement.
