Chief Miller requested council approval to temporarily increase clerical staffing during a staff transition and to add two sworn officers to provide courtroom security and to perform other department duties when not assigned to court. Miller said the change would raise authorized sworn strength from 25 to 27 and that one officer would be rejoining on Jan. 21; the temporary clerical overlap would end Jan. 31.
Miller explained the court has historically hired retired officers or off‑duty sheriff deputies via a temporary agency, and the proposed approach would provide consistent staffing with city officers familiar with local procedures. He said the anticipated split of duties for the new officers would be roughly 75% court coverage and 25% department assignments, with some duties such as serving subpoenas returning to these officers to free up road officers.
Council approved Ordinance No. 10‑2025 (revising departmental organization) as an emergency measure by voice vote.
