Laramie County planning panel recommends county adopt 2024 International Building Codes

The Laramie County Planning Commission on an unanimous vote recommended that the Board of County Commissioners adopt the 2024 editions of the International Building Code suite, including the 2024 International Building Code, International Residential Code, plumbing, mechanical, fuel gas and existing building codes.

Justin Arnold of Laramie County Planning and Development presented the notice of intent, saying Laramie County has been the issuing authority for building permits since it first adopted international building codes in 2003 and that the State of Wyoming Department of Fire Prevention and Electrical Safety adopted the updated 2024 editions. Arnold cited Wyoming statutes (including references in the transcript to statute 359121 and 359121a) and noted the county passed Resolution 241011001-19 on Oct. 1, 2024, giving public notice of its intent to adopt the updated codes. Arnold told commissioners staff had received no written public comments and that an open house for contractors and interested parties had been held on Nov. 20, 2024.

Chairman Coy opened a public hearing and invited in-person and virtual testimony; no members of the public spoke. A commissioner moved to recommend adoption to the Board of County Commissioners, a second was recorded, and the commission voted yes (Commissioners Stottle and Watkins and Chairman Coy voting in favor).

The recommendation is a referral to the Board of County Commissioners; adoption by the board and any ordinance or resolution would occur under Wyoming rulemaking requirements and the county's rule adoption process, including the 45-day notice period cited by staff. The county staff noted that adoption must follow Wyoming Statute 16-3-103 rulemaking and the county's enabling statutes. No effective date was specified at the Planning Commission meeting.
