POST FALLS, Idaho — The Post Falls City Council on Dec. 17 approved routine items on the consent calendar, authorized a lot-line adjustment at the Quarry Sports Complex and voted to award a rehabilitation contract for Well No. 4.
The consent calendar, presented by Warren, included minutes from Nov. 26 and Dec. 3, the accounts-payable report for Nov. 22–Dec. 5, cash and investment reports, the Teton Meadows bridal subdivision plat, the Mango Meadows annexation (file Annex 24-3) and the fiscal year 2024 annual road report. A motion to approve the consent calendar passed on a roll-call vote with Stig Leader, Ziegler, Westland and Davis recorded as voting Aye.
Parks planner Robbie Quinn told the council the lot-line adjustment at the Quarry Sports Complex is largely a housekeeping step to place phase 1 improvements — two soccer fields, parking, plaza, restroom building and a maintenance yard, with playground and courts as alternates — wholly on a single parcel to avoid bisecting buildings across two lots. A motion to approve the lot-line adjustment passed unanimously by roll call.
Jackson Fleishman, the city's project manager for the Well No. 4 rehabilitation, told the council six bidders responded and identified the low responsive bid at $1,680,000. Fleishman asked the council to award the contract at the $1.68 million figure plus a 10% contingency, for a total of $1,855,663, funded from the wellhouse rehabilitation budget. "The actual request tonight is for the 1.68 with a 10 percent contingency for a total of $1,855,663," Fleishman said. Council members asked whether the contractor had worked for the city before and whether sufficient funds exist in the account; staff confirmed the FY25 budget for the project is $2,800,000. The motion to approve the recommendation of award passed on a roll-call vote.
No members of the public spoke during the Citizens Issues period. The council adjourned later in the meeting.
What happens next: The city will execute the notice of award for the Well No. 4 rehabilitation and expects construction activity to begin in 2025, with staff to manage the project and contingency use as needed.
