Sylvania approves $6.19 million appropriation as part of $27.5M US‑23 Monroe interchange project

The City of Sylvania moved forward on the long‑planned US‑23 Monroe interchange improvements on Jan. 6, approving a fiscal authorization and related instruments to allow the project to proceed to bid.
Director Shaw told council that engineering plans prepared by Arcadis are complete and that the Ohio Department of Transportation (ODOT) will open bids on Feb. 13, 2025. Council considered a fiscal officer certificate authorizing the city to commit $6,189,185 toward the project. Shaw provided a breakdown of the city’s share: $5,400,000 from the capital improvement account, $733,000 from the water account (701) and roughly $21,000 from the sanitary sewer account (702). He also said an OPWC grant of $1,000,000 is expected to reduce the city’s capital burden as the project proceeds.
Shaw said current construction cost estimates are “about $27½ million” (reported in the meeting as roughly $27,500,000). He described schedule expectations: bids open Feb. 13, 2025, construction work through 2026, and a bridge closure planned for about five months beginning about March 2026 to accelerate completion. Shaw said if bids exceed estimates the administration will return to council to request additional appropriations; if bids come in lower, leftover funds in escrow would be returned to the city.
Council approved Ordinance No. 62‑025 to appropriate $6,189,185 as an emergency measure by voice vote.
