Sylvania council approves 4% pay increases for union and most nonunion employees

The Sylvania City Council approved multiple ordinances at its Jan. 6 meeting that raise employee pay across bargaining units and many nonunion positions.
Director Schroer summarized Ordinance No. 1‑2025 as a three‑year collective bargaining agreement covering public service workers (streets, parks, water and sewer). He described the agreement as including a 4% pay increase for each of the three years and said the contract had been ratified by the union. Schroer said the changes had been voted on and asked council for approval.
Council also introduced and approved Ordinance No. 2‑2025 (read by title by Councilmember Westfall), which adjusts the pay plan for nonunion appointed officials and other employees and grants a 4% increase to qualifying positions. Schroer said staff performed a market study using comparable local employers (Perrysburg, Maumee, Oregon and Sylvania Township) to identify positions requiring market adjustments.
Councilmembers asked clarifying questions about the market study and budget impacts; Schroer said adjustments will require amending the budget passed in late 2024 and that the finance office would update appropriations accordingly.
Both ordinances were moved and passed as emergency measures by voice vote.
