Parks commission unanimously backs Fernan connector permit, renews American Legion field agreement

At its Nov. 18 meeting the Coeur d'Alene Parks and Recreation Commission unanimously recommended that City Council allow a maintenance agreement with the Idaho Transportation Department to permit a volunteer-built connector trail from Fernan Village to Fernan Lake Natural Park and recommended a five-year renewal of the American Legion baseball field agreement; both items will move to General Services.
The Coeur d'Alene Parks and Recreation Commission on Nov. 18 recommended that City Council allow the Parks Department to enter a maintenance agreement with the Idaho Transportation Department so staff can pursue a permit to build a roughly 900‑foot volunteer connector trail from Fernan Village to Fernan Lake Natural Park. The commission also recommended a five‑year renewal of the agreement with American Legion Baseball for use of Thorkell Field at Ramsey Park.
Commissioner Lien moved to recommend the ITD maintenance agreement and Commissioner Tate seconded; the motion carried unanimously. Presenter materials described an existing construction bench used during Interstate‑90 work that would be regraded with hand tools and light volunteer crews to create a sustainable walking grade and drainage; staff said there would be no direct city cost beyond staff time to organize volunteer groups and that the main parking lot for Fernan would remain unchanged.
"It's a great idea," one commissioner said during discussion, noting the trail would "enhance the use of that whole natural area." Commissioner Lane added that the route also provides a shortcut to nearby businesses.
On the American Legion agreement, staff said the proposed five‑year extension clarifies responsibilities for scheduling, maintenance and costs and imposes no additional maintenance cost to the city. Commissioner McDowell moved the recommendation to General Services and Commissioner Hill seconded; the motion passed unanimously and is scheduled to proceed to General Services next week.
The commission also approved routine business including the July 15, 2024 minutes. The meeting concluded with staff announcements about upcoming agenda timing; the next regular meeting is Dec. 16 at 5:30 p.m.
Actions recorded at the meeting will be forwarded to General Services for council consideration.
