Coeur d'Alene council adopts HUD CAPER report and affirms local CDBG project commitments

The Coeur d'Alene City Council on Dec. 3 approved the Community Development Block Grant (CDBG) 2023 Consolidated Annual Performance and Evaluation Report (CAPER) and authorized submission to HUD.
Sherry, the city's CDBG administrator, told the council the city received $358,560 from the U.S. Department of Housing and Urban Development for plan year 2023 and summarized how those funds were allocated. She said the city allocated $10,000 to Lake City Center for home-delivered meals and $75,000 to the MRAP home-repair program; staff also identified awards to Saint Vincent de Paul and Safe Passage for public-facility projects.
Sherry noted the city met goals for housing rehabilitation, public facilities and public services but did not meet plan-year targets for homelessness assistance or economic development because no funds were allocated to those categories this cycle. She described how some facility projects support homelessness-assistance goals by enabling shelter operations and short-term motel placements.
During public comment, Nancy Phillips said the home-delivered meals program's wait list was cleared as of Nov. 16 and that the program currently serves 121 homebound seniors in Coeur d'Alene. Suzanne Knutson spoke during public comment on the concurrent International Day of Persons with Disabilities, urging the city to include people with a range of disabilities in planning and to use ADA training and outreach.
Councilmember (speaker 16) moved to approve the CAPER for plan year 2023; the motion was seconded and approved by voice vote.
Sherry told the council that most funds have been allocated and that about $29,100 in MRAP funds remain available to roll forward into the next funding cycle unless activity reallocation is requested and a HUD amendment is made.
