Coeur d'Alene commission recommends council add domestic partners to sick and bereavement leave rules

Melissa, a city staff member, told the commission on Sept. 9 that proposed amendments to the city’s personnel rules would add domestic partners to the immediate-family definition for sick leave and bereavement leave and make housekeeping changes to attendance language and accrual timing.
The changes, Melissa said, mirror recent increases agreed in collective-bargaining negotiations and were reviewed by the executive team and all three employee groups "with no concerns noted." She described a process that requires an affidavit and appropriate documentation to establish a domestic partnership before adding the partner to insurance and dental plans.
Commissioners asked clarifying questions about documentation and noted the value of redlined edits. One commissioner recommended removing an outdated sentence that required daily attendance records to be reported "to the HR director on the form and on the dates he shall specify," and another requested non-gendered language.
An unidentified councilmember moved to recommend that the council approve the amendments to Rule 11 (sections on vacation leave, sick leave, bereavement leave and attendance); another councilmember seconded. Two recorded "Aye" responses appear in the transcript and the chair declared, "Motion carries." The motion was presented to be forwarded to the council on the consent calendar.
Next steps: the recommendation will appear before the full council for final action at a subsequent meeting.
