Platte County staff presented and the board approved the final plat for Copper Hill Reserve, a proposed 70.27‑acre subdivision of 17 single‑family lots that staff said conforms to approved preliminary plans and subdivision regulations.
Staff said access will be from Highway 45 via a new Copper Hill Lane; MoDOT reviewed the plat and indicated no objections. The county engineer reviewed and approved the construction plans and the drainage study; the road district approved construction plans conditioned on compaction testing when the road is installed. Internal streets will be 20–24 feet of asphalt with roadside ditches provided to manage runoff.
Wastewater for the subdivision will rely on on‑site septic systems. Staff read a Platte County Health Department note stating Lot 17 may not be built on until it meets the Missouri Department of Natural Resources’ requirement of a minimum of three acres for an on‑site wastewater treatment system. That restriction is shown in boundary notes on the final plat; staff said the developer is exploring options, including acquiring adjacent land or returning later with a minor replat, to make Lot 17 buildable.
Developer Adam Bowen answered questions about landscaping and said the project will minimize tree removal for the road and plant a tree line along the road with roughly 200 trees spaced about 50 feet apart; he also said some lots are already reserved.
After board questions about how Lot 17’s build restriction will be enforced, a board member moved to approve the final plat with the standard conditions staff listed; the board approved the motion unanimously (vote count not specified).
Next steps: the developer must complete the road construction and compaction tests and resolve Lot 17’s acreage issue before building permits for that lot can be issued; Health Department verification is required prior to construction on affected lots.
